Why are some state unitary enterprises not fulfilling their contractual obligations?

State unitary enterprises sometimes disregard their contractual obligations with entrepreneurs.

In particular, within the framework of the programs implemented by the SUE "Suv taminoti va ogava suv objectlari qurilishi buyicha engineering company" to provide drinking water to the population of the Khanka, Navbakhor, Kosonsoy districts, construction and reconstruction of water supply and sewerage systems of the free economic zone "Angren" in the Tashkent region , contracts were signed with Jizzak Plastics JSC for the supply of polyethylene pipes.

Despite the timely fulfillment of contractual obligations, the entrepreneur was not paid the amount for the goods supplied by him.

According to the Law "On the contractual and legal framework for the activities of economic entities", the parties to a business contract are obliged to timely and in an appropriate manner fulfill their obligations under the concluded business contracts.

Considering the above, Jizzakh Plastics JSC applied to the Business Ombudsman with a request to assist in collecting the customer's debt for the delivered goods.

The Business Ombudsman sent a request to the Ministry of Housing and Communal Services of the Republic of Uzbekistan. Subsequently, the ministry through contractors allocated 700 million soums of debt to the entrepreneur. As a result, the debt to the entrepreneur was fully paid off.
